Delcom 2025: Oborevwori harps on constructive criticism, effective communication for nation building

......Says AI indispensable, shaping effective governance

The Governor of Delta State, Rt. Hon. Sheriff Oborevwori, has reaffirmed the crucial role of strategic communication and artificial intelligence (AI) in shaping effective governance and leadership in today’s digital world.

Declaring open the 6th edition of the Delta State Strategic Communication Workshop (DELCOM 2025) on Monday at Hotel Benizia, Asaba, the Governor, who was represented by the Commissioner for Works (Rural Roads) and Public Information, Mr. Charles Aniagwu, emphasized that digital tools and AI have become indispensable to governance, public enlightenment, and national development.

“The theme of this year’s workshop, Strategic Communication in the Digital Age: Leveraging Artificial Intelligence and Digital Tools for Effective Leadership, is both timely and relevant,” Governor Oborevwori stated. “In an era where digital platforms and AI are reshaping governance and public communication, it is imperative that we embrace innovation and utilize these modern tools to effectively project the progress of our dear state.”

The Governor stressed that nation-building requires more than just policies and infrastructure, describing effective communication as the lifeline of peace, unity, and progress.

“Nation-building thrives on dialogue, mutual respect, and understanding,” he said. “Equally important is the role of constructive criticism, which enables the government to refine its policies, improve service delivery, and remain responsive to the needs of the people.”

While urging media practitioners and government communicators to uphold professionalism and responsibility, Governor Oborevwori cautioned against misinformation and digital manipulation, warning that “propaganda, fake news, and cyber bullying erode public trust and undermine our collective progress.”

Highlighting some of his administration’s achievements, the Governor noted significant strides in infrastructure, education, and financial accountability.

“In our administration, we have embarked on extensive road construction, rehabilitation, and maintenance to ease mobility, promote commerce, and enhance living standards,” he explained. “Transparency and accountability remain at the heart of our financial practices, ensuring that every kobo is judiciously applied for the benefit of our citizens.”

He further stated that the state’s strategic investment in education continues to empower Deltans with the skills required to thrive in today’s knowledge-driven economy. “Through policies and initiatives that promote entrepreneurship, we are creating sustainable employment opportunities for our people,” the Governor added.

He commended the organisers of DELCOM 2025, led by the Director-General of the Delta State Orientation and Communication Bureau, Dr. Fred Latimore Oghenesivbe, for sustaining the annual platform which, he said, “continues to enhance the capacity of government communicators and strengthen leadership across all sectors.”

In his welcome address, Dr. Oghenesivbe said the workshop had, since inception, trained over 900 participants in effective communication of government policies and programmes. He described this year’s theme as particularly relevant given the growing influence of digital media and AI in public engagement.

“As communicators, we must stay ahead of the curve by harnessing the power of AI and digital tools to shape public opinion and drive positive narratives,” Dr. Latimore Oghenesivbe said. He also urged participants to understand the legal framework guiding responsible communication, including the Cybercrimes Act 2024, and laws on libel and defamation.

He reminded journalists and media practitioners that “defamation has grave consequences, including fines and imprisonment,” and urged all communicators to verify their sources and maintain factual accuracy.

The Speaker of the Delta State House of Assembly, Rt. Hon. Emomotimi Guwor, represented by the Majority Leader, Hon. Emeka Nwaobi, underscored the importance of AI in transforming governance and leadership communication.

“In today’s world of instant information and social media, strategic communication is no longer a luxury, it is the lifeblood of effective leadership,” he said. “Artificial Intelligence is not here to replace human creativity but to augment our capabilities. It can help the government analyse public sentiment, translate messages into local languages, and make policy decisions based on real-time data.”

The Chief Adviser to the Governor, Senator Ighoyota Amori, commended Governor Oborevwori for consistently approving capacity-building programs for government spokespersons, media partners, online publishers and social media influencers in the state.“You can’t demand excellence from people you have not trained,” he said, urging participants to maximize the opportunity to learn modern communication strategies.

He added humorously that though his generation belongs to the analog era, he remains curious about AI and looks forward to the training session on Digital Leadership and Crisis Communication, while commending the  State Coordinator of DELCOM, Dr Fred Latimore Oghenesivbe, for his tenacity, unwavering commitment and dedication to assigned responsibilities.

The Delta State Head of Service, Dr. (Mrs.) Minnie Oseji, in her goodwill message, revealed that her office had trained over 500 civil servants across 19 ministries, departments, and agencies in digitalization. She described the AI-focused theme of DELCOM 2025 as “a welcome development that aligns perfectly with the state’s digital transformation agenda.”

“This should not just be another training for relaxation,” she cautioned. “We expect tangible and measurable results when you return to your MDAs and step down the knowledge gained.”

Also speaking, the Commissioner for Finance, Chief Fidelis Tilije, represented by the Functioning Permanent Secretary in the Ministry, Mr. Gibson Pinnick, said effective communication is key to transparency and trust in governance.

“In this digital age, leadership is not just about decision-making but about how effectively those decisions are communicated,” he said. “Workshops like DELCOM equip political appointees, media partners, and influencers to turn public information into public understanding.”

Facilitators at the 3-days workshop include; Prof. Joyce Ogwezi, who leads the session on Strategic Communication for Leaders; Dr. Monday Ashibogwu, who trains participants on AI-Powered Leadership Communication, and Prof. Presley Obukoadata, who handles Digital Leadership and Crisis Communication.

Participants are expected to challenge their curiosity, strengthen their communication skills, and apply the knowledge gained to improve public engagement and government representation.

The 6th Edition of DELCOM 2025 is organized by the Delta State Orientation and Communication Bureau under the leadership of Dr. Fred Latimore Oghenesivbe. It is designed to sharpen the skills of participants, and bring them up to speed with latest digital tools and artificial intelligence technology for effective media engagements.

As Delta State continues its digital transformation drive, DELCOM 2025 is poised to play a defining role in building a new cadre of communicators; skilled in artificial intelligence, strategic messaging, and ethical reporting. By bridging the gap between governance and public understanding, the workshop reaffirms Governor Oborevwori’s commitment to transparent leadership, innovation, and inclusive growth in a rapidly evolving information age.

Delcom Participants included political appointees, government media partners, Journalists, Public Relations Officers from Ministries, Departments and Agencies (MDAs), the Academic community, the police, NDLEA, online publishers and notable social media influencers.

Hoteliers under legal obligation to collect guest basic information ~ Bureau DG

......Says operators must provide security surveillance, assist law enforcement agents to combat crime

Delta State Government has again  reminded all hotel owners, managers, and front desk staff of their statutory obligation to collect and maintain accurate and detailed information from guests checking into their facilities.

Director General, Delta State Bureau for Communications and Orientation, Dr (Barr) Fred Latimore Oghenesivbe, in a statement on Saturday, said the reminder became necessary in light of recent incidents of ritual killings, sexual violence, rape, and murder in some hotels in the country, and few reported cases in the state.

He said it has become imperative for hotel management to adhere strictly to the law requiring them to obtain specific information from guests, pointing out that information obtained is crucial in aiding law enforcement agents to track down perpetrators, and bring them to justice.

Accordingly to the Bureau Chief, front desk officers in hotels must obtain vital information from guests before checking them in, which includes any of the following; valid driver's license, international passport, national identity number, valid student identity card, permanent voters card, or any other government-issued Identity.

Other vital information hotel front desk officers must obtain from guests includes; detailed addresses of guests' residences and workplaces, check-in and departure dates, arriving from and destination, detailed information about co-guest, especially female guests, telephone numbers, Email address and  guest's occupation or profession.

The state government reminded all licensed hoteliers, hotel unions and associations of their legal obligation to collect vital information from their guests, and to henceforth provide and ensure security surveillance to monitor guests activities within their premises and facilities as requested by law.

Dr Oghenesivbe further explained that the collection of guests information is not only a legal requirement, but also a critical tool in combating crimes, such as ritual killings, sexual violence, rape, and ritual murder in hotels, adding that in cases of alleged harbouring of criminals, the affected hotels must unconditionally assist law enforcement agents with guests contact information to facilitate investigation, apprehend and bring perpetrators to justice.

The State Orientation and Communications Bureau urges all hotel owners, managers, and staff to take this responsibility seriously and ensure that the required information is collected from every guest without exception, while emphasizing the need for vigilance and cooperation between hotel management and law enforcement agencies, so as to sustain a safe and secured environment for all citizens and visitors.

"By working together, we can reduce the incidence of crime in our hotels and ensure that Delta State remains a safe and secure place for everyone.

"His Excellency, the governor of Delta State, Rt Hon Sheriff Oborevwori, and the state government are committed to ensure a safe and secured environment for all Deltans and visitors by investing heavily on operational vehicles and other logistic arrangements for law enforcement agents in the state.

"All hoteliers, hotel unions and associations are reminded of their legal obligation to collect vital information from their guests and provide security surveillance to monitor guests activities within their premises and facilities for a safer Delta," the statement added.

AMORI RECEIVED LATE DR. CAIRO OJOUGBOH’S POLITICAL FAMILY

By Joelson Eboh

The Chief Adviser to the Governor of Delta State, Senator Ighoyota Amori, on Tuesday, received a delegation of the political family of the late Dr. Cairo Ojougboh at his office in Asaba.

The delegation, led by Its chairman, Hon. Isaac Ulebor, paid a courtesy visit to express their appreciation to Senator Amori for his consistent support and accessibility.

“We came to thank you for being a bridge and a father, always willing to listen, always accommodating,” Ulebor said.

The delegation reminded the Chief Adviser of a promise made by Governor Sheriff Oborevwori to the late Dr. Ojougboh before his demise. According to Hon. Ulebor,

“Before his death, the governor had promised to empower five persons nominated by Dr. Ojougboh. Unfortunately, he passed away while compiling the list.”

He appealed to Senator Amori to help convey the message to the governor: “We are here to appeal to you to help us remind His Excellency of this promise.”

Other members of the delegation, including Sir Michael Oruafe, also pledged the group’s full support to the Oborevwori-led administration. “We are here to work with you. Whatever you say is what we will do. The governor has proven beyond reasonable doubt his capacity,” Oruafe stated.

In a similar vein, Nelson Oghamiduku explained that the visit had been in the pipeline before political realignments took place. “I told the group that we must come and see you because you’re someone who accepts everyone, irrespective of party,” he said.

In his response, Senator Amori commended the group for the visit and paid glowing tribute to the late Dr. Cairo Ojougboh.

“Dr. Cairo Ojougboh has become a household name. He was very supportive of the governor during the last elections and believed strongly in his vision. He was a major contributor. When he takes a decision, he stands by it till the end. I would say he died in active service,” Amori noted.

The Chief Adviser acknowledged that the promise would likely have been fulfilled if Dr. Ojougboh were still alive.

“After his death, there was no follow-up or reminder to the governor, and given His Excellency’s ever-busy schedule delivering the M.O.R.E. Agenda to Deltans, such things may understandably be overlooked,” he added.

Senator Amori assured the delegation that he would personally remind the governor, noting that “given how deeply Dr. Ojougboh believed in Governor Oborevwori’s vision, it will not be difficult to convey your request.”

The meeting ended on a cordial note, with renewed assurances of collaboration between the group and the current administration. A one minute silence was observed in honour of the late Dr. Cairo Ojougboh.

Exclusive: Delta’s Dilemma: When Leaders Choose Self Over State

By Dr. Abel Dafiaghor

In Delta State—a land overflowing with oil wealth and potential—the majority of its citizens continue to live in hardship. From the broken roads of Ughelli to the failing schools in Warri, and the under-equipped hospitals in Oleh, the struggle is real. What should be a story of progress has become a painful tale of neglect. And now, to add insult to injury, one of the state’s most powerful sons has made a move many see as the ultimate betrayal.

Senator Dr. Ifeanyi Okowa, former governor of Delta State and PDP vice-presidential candidate in the 2023 elections, has officially defected to the All Progressives Congress (APC)—the same party he publicly criticized throughout his career. To the poor and forgotten people of Delta, this isn’t just a political switch. It’s a slap in the face.

Running from the Fire or Running for Cover?
Senator Okowa’s defection comes amid serious allegations of mismanaging ₦1.3 trillion during his tenure as governor. He is reportedly under investigation by the Economic and Financial Crimes Commission (EFCC). This defection, many believe, is a well-timed move to shield himself from accountability.

🔗 Sahara Reporters: Nigerians Knock Okowa for Fleeing to APC Amid EFCC Probe In Nigeria, this kind of political defection has become a playbook. A politician comes under fire. The heat turns up. Then—voilà—they switch to the ruling party, and the fire mysteriously dies out. For many Nigerians, this isn’t strategy. It’s cowardice.

A Habitual Betrayal
This isn’t the first time Okowa has turned his back on the people and principles he once swore to uphold. In 2021, southern governors—including Okowa—met in Asaba and agreed that power must return to the South after President Buhari’s tenure. Yet, less than a year later, Okowa accepted the vice-presidential slot under Atiku Abubakar, a northerner. That decision broke the regional consensus and weakened Southern Nigeria’s political unity.

🔗 Daily Post: Edwin Clark Slams Okowa for Betraying the South
His move led to major backlash from southern leaders like Chief Edwin Clark, and many believe it contributed to PDP’s poor performance in the 2023 elections.

A Voice from Oleh: "It's Not the Poverty—It's the Betrayal"
One elderly mechanic in Oleh said it best:
"It is not even the poverty that hurts the most—it is the betrayal."
This man, like many Deltans, expected more from Okowa. He voted in hope. He trusted a son of the soil. But now, he feels discarded—used and forgotten.

Where’s the Development?
Despite billions in state allocations and federal revenue, Delta remains underdeveloped. Roads are barely motorable. Public schools are underfunded. Hospitals lack basic equipment. Unemployment is high. And crime is rising.
Rather than focusing on solving these problems, Okowa allegedly used his time in office to fight political enemies, sideline his mentor Chief James Ibori, and promote his own daughter into public office.

Today, Deltans ask: what was all that political drama for, if it ends with Okowa handing over his loyalty to the same APC he once opposed?

A Shameful Exit
Okowa's defection to the APC—before the administration he helped install is even halfway through its term—is not just a betrayal of the PDP. It’s a betrayal of every Deltan who cast a vote in belief that they were supporting a stable, consistent vision for the state.
This is not how states are built. This is how legacies are ruined.

Conclusion: Delta Deserves Better
Delta State deserves leadership that puts the people first. Leadership that honors promises. Leadership that builds, not burns.

Senator Ifeanyi Okowa’s political moves may offer him temporary shelter from legal storms. But in the eyes of the suffering masses—in Oleh, Sapele, Agbor, Bomadi, and beyond—his name now carries the weight of disappointment.

He may switch parties. He may outplay probes. But the one court he cannot escape is the people’s memory.

TRIBUTE TO A TITAN OF NATIONHOOD AND NIGER DELTA CONSCIENCE ~ AMORI BID PA CLARK FAREWELL

PA EDWIN KIAGBODO CLARK.

On behalf of myself, my family, and the good people of Delta State, I, Chief Senator Ighoyota Amori, JP, Chief Adviser to the Executive Governor of Delta State, rise with deep respect and solemn gratitude to pay glowing tribute to a man whose life’s work defined an era, Pa Edwin Kiagbodo Clark.

It is impossible to tell the story of Nigeria’s journey toward equity, federalism, and national inclusion without proudly engraving the name of Pa E.K Clark in golden letters. A lion-hearted patriot, an uncompromising defender of truth, and a lifelong advocate for the rights of minorities and the dignity of the Niger Delta people, Pa E.K Clark stood as a giant among men.

At the national level, he was a formidable presence, lending his voice to the defense of democracy, shaping public policy, and mentoring generations of political leaders. He spoke truth to power without fear or favour, always reminding Nigeria’s leadership of the founding ideals of justice, unity, and responsible governance.

To the Niger Delta and Delta State in particular, Pa E.K Clark was a moral compass and a voice of reason. His relentless advocacy for resource control, environmental justice, and regional development inspired movements, policies, and generations of activists and leaders. He embodied the hopes and aspirations of a people long yearning for justice and fair representation.

Indeed, even in his twilight years, Pa E.K Clark remained an active force of conscience. Notably, before his passing, he publicly appraised and endorsed the leadership of His Excellency, Rt. Hon. Sheriff Oborevwori, Governor of Delta State. Known for his integrity and unfiltered truth, Pa E.K Clark commended Governor Oborevwori for his visionary leadership, inclusive governance, and unwavering commitment to the development of Delta State.

He hailed the governor’s MORE Agenda as a forward-looking framework that speaks directly to the aspirations of the people, a plan not only addressing immediate developmental needs but also laying a solid foundation for long-term prosperity. Pa Clark described Governor Oborevwori as a “humble, mature, and purpose-driven servant-leader,” whose policies and people-centered approach have begun to yield visible transformation across the state.

For a man of such experience and stature, this was more than a casual commendation, it was a passing of the torch, a symbolic affirmation of continuity, vision, and hope.

Today, we do not merely mourn. We celebrate the life of a statesman, a father, and a true son of the soil whose footprints will forever remain engraved in the sands of Nigerian history. His voice may be silent, but his legacy echoes louder than ever, urging us all in leadership to act with honour, lead with conviction, and serve with truth.

May the Almighty grant his soul peaceful rest.

And may we, the living, carry forward his enduring legacy of justice, wisdom, and service to humanity.
