Delta College of Nursing Admission Transparent, Competitive ~ Bureau Chief

...Says no slots allocation, devoid of ethnic or tribal sentiments

Director General, Delta State Orientation and Communications Bureau, Dr Fred Latimore Oghenesivbe, has said that the just concluded entrance examination into the State College of Nursing Science was transparent and competitive.

He said admission was based on candidates performance and those who scored below cut off mark were not and cannot be admitted, assuring that the standard already attained in the admission process shall be sustained in line with the state government's policy on qualitative education.

Dr Oghenesivbe made the clarification on Thursday in Asaba, in reaction to a misleading online publication wherein it was alleged that admission slots were allocated which was why some candidates of a particular ethnic nationality were not admitted after their participation in the entrance examination.

He disclosed that the state policy on education accords equal opportunity to all qualified persons to be admitted into all categories of schools and institutions of higher learning, devoid of ethnic and tribal sentiments.

The Bureau Chief debunked the fabricated allegation which, according to him, was deliberately crafted to cast unmerited aspersions on the state government, saying that admission slots were never allocated, and advised those who could not gain admission to work hard in preparation for another opportunity.

"Admission into Delta State College of Nursing Science was and still based on merit. Candidates who performed below cut off mark cannot be admitted, so as to sustain the standard already set by the State government for all schools and institutions of higher learning.

"Admission is not based on ethnic nationality, tribe or religion. All Deltans have equal opportunity as encapsulated in the MORE agenda of the governor, Rt Hon Sheriff Oborevwori. The state government does not and will never play politics with education.

"The mischievous allegation constrained in the online application trending on social media platforms is distasteful, divisive and unpatriotic. The said publication should be disregarded, and mischief makers are strongly advised to repent, going forward.

"The state Ministry of Health and the State College of Nursing Science did an excellent job in the just concluded entrance examination and subsequent admission of successful candidates.

"It is crystal clear from available records that successful candidates worked very hard and gained admission meritoriously, devoid of tribal or ethnic sentiments" Oghenesivbe said.

Gov Oborevwori, Okowa healthy relationship upsets detractors ~ Bureau Chief

...Says Prudent management of resources, quality projects shall be sustained

There is no iota of truth in an online publication wherein it was mischievously alleged that Delta State Governor, Rt Hon Sheriff Oborevwori, and his predecessor, Senator Dr Ifeanyi Arthur Okowa, are at loggerhead over certain unresolved issues.

Director General, Delta State Orientation and Communications Bureau, Dr Fred Latimore Oghenesivbe, at a radio interview on Monday, debunked the said online publication, saying that the two leaders, Governor Oborevwori and Senator Okowa are inseparable leaders, and that no amount of propaganda and political craftiness of detractors can separate them.

He appealed to the good people of Delta State, and the general public to  disregard the publication, assuring that nothing wrong shall come between the two pragmatic leaders whose common interest is to deliver substantial dividends of democracy to the people, as major stakeholders of the ruling Peoples Democratic Party, PDP, in the state.

Dr Oghenesivbe pointed out that Senator Okowa did not plant his men around governor Oborevwori, adding that those appointed by the governor after assuming office were the same people who worked tirelessly during the governorship electioneering Campaigns in 2023, describing them as competent individuals, some of whom served during Chief James Ibori, Dr Emmanuel Uduaghan and Senator Okowa's administration.

The Bureau Chief further stated that several political appointees recently resigned across board for different reasons; either to contest election or for other personal ambition, noting that resignation or systematic disengagement by an individual does not signify misunderstanding or bad blood within the system as wrongly alleged in the misleading online publication.

"We woke up this beautiful morning to read another sponsored and misleading online publication, wherein it was mischievously alleged that governor Oborevwori and his predecessor, Senator Okowa, are in cold war over nonexistent issues.

"Deltans know better, because these consistent streams of falsehood and targeted media attacks on the two leaders had been linked to detractors political permutations for 2027 governorship election in the state.

"They will continue to misfire, grumble and remain confused, while governor Oborevwori and Senator Okowa will continue to enjoy their ever robust and healthy relationship as deep rooted political associates

"As a government, the Oborevwori administration is focused on socioeconomic and infrastructural development across the three Senatorial Districts, leveraging on prudent management of resources, transparency and accountability to advance Delta.

"It's never a crime for a super technocrat of governor Oborevwori's class and magnitude to effectively maximize state resources to accomplish greater results, upscale the living standards of majority of Deltans.

"This administration will continue to look at the larger picture, initiate and implement programmes and policies that would consistently benefit majority of the people, and devoid of political or religious affiliation," Oghenesivbe assured.

Oborevwori is strategic, on course ~ Dr Latimore

...Says MORE agenda springs pleasant surprises

As Delta State Government navigates into the mainstream of the second year of governor Sheriff Oborevwori's first tenure, political communication Strategist, and Director General of Delta State Orientation and Communications Bureau, Dr Fred Latimore Oghenesivbe Esq, has assured that the governor will continue to spring pleasant surprises.

Dr Oghenesivbe, gave the assurance in a statement on Sunday, saying that the All Progressives Congress, APC, in Delta State, lack moral and legal justification to fault the positive, and timely steps taken by governor Oborevwori, to comply with the new minimum wage payment.

Oghenesivbe, disclosed that the salary and wages bills of Delta State is huge, compared to some states in Nigeria, and coupled with the wide range of socioeconomic and infrastructural development programmes currently embarked upon by Oborevwori administration.

He noted that payment of minimum wage as approved by the federal government should be rightly considered as an integral part of economic reforms by the APC government at the centre, requiring subnational governments to comply, so as to improve the living condition of workers, and not premised on competition or showmanship as portrayed by Delta APC's media propaganda.

"Governor Oborevwori is focused, and very strategic in decision making, as well as in appointments, socioeconomic and infrastructure development across the 25 local government areas of the state.

"Governor Oborevwori has empowered more farmers, youths, women and artisans than any state in Nigeria. It is a statement of fact which Delta APC cannot disproof. Delta is making waves, and waxing strong.

"We expected the major opposition party, the APC, to commend governor Oborevwori, but alas, they goofed and remain muted about the multifaceted spread of dividends of democracy in the state.

"The prompt approval of minimum wage payment by the governor cannot be faulted, and the amount approved resonates with economic realities, considering the state huge salary and  wage bill.

"Therefore, Delta is not, and will never be in competition with any other state in terms of minimum wage payment, because her wage bill is huge, and in billions of Naira, but there is room for improvement in the future, subject to availability of funds.

"The ongoing implementation of governor Oborevwori's MORE agenda is already springing pleasant surprises. So much work to be done, and at the end of the first tenure, his performance will speak at the polls, not the media propaganda of opposition parties or the divisive strategies of political detractors.

"My candid advise to Delta APC leaders is that they must of a necessity work closely with the federal government to solve the vexed issues of economic hardship in Nigeria, and the hyper inflation causing unbearable financial stress and extreme poverty," Oghenesivbe said.

Oborevwori's enviable performance continues till 2031 ~ Bureau DG

... Assesses PR Credentials, Performance of Presidential Spokespersons in Nigeria's Fourth Republic

Director General, Delta State Orientation and Communications Bureau, Dr Fred Latimore Oghenesivbe, has again affirmed his total conviction that governor Sheriff Oborevwori will govern the state till May 29, 2031, judging from his good governance strides and visionary leadership.

He assured that the speed of infrastructural and socioeconomic development across the three senatorial districts shall be upscaled in the coming years, noting that the people are already benefiting tremendously from ongoing reforms and programmes of the governor as enshrined in his MORE agenda.

Dr Oghenesivbe gave the assurance on Tuesday in Lagos, while speaking to Unilag FM Radio correspondent immediately after defending his Postgraduate Academic Dissertation titled "Accessing the Public Relations Credentials and Performance of Presidential Spokespersons in Nigeria's Fourth Republic ," at the Department of Mass Communication University of Lagos.

Dr Oghenesivbe is majored in Public Relations and Advertising, PRAD, Master of Science Degree, MSc, in Mass Communication, to essentially complement his Professional Doctorate Degree in Information and Media Strategy Management, Political Science and Law professional background.

He further asserted that prudent management of state resources has saved over N200billion from operating cost, while frivolous spending and blocking of financial leakes shall be sustained, assuring that with the proposed N936Billion 2025 budget, governor Oborevwori will turn the entire state into construction sites, while also leveraging economic prosperity through wealth and job creation.

On the ongoing crisis in the Peoples Democratic Party, PDP, at the national level, the renowned political communication Strategist assured that the party will overcome her internal conflicts, and strategically position itself to win the 2027 presidential election, pointing out that life during the 16 years of PDP government at the centre was far more better that the hardship currently associated with the present ruling party, the All Progressives Congress, APC.

Dr Oghenesivbe appealed to PDP  governors and founding fathers of the party, to unite against the dark forces confronting the party, noting that some political gladiators have sworn to destroy the party, and make it politically weak and irrelevant before the 2027 presidential election, which is why all stakeholders must fight for the soul of PDP with wisdom and uncommon political craft.

Touching on his academic dissertation titled; "Accessing the Public Relations credentials and performance of Presidential Spokespersons in Nigeria's Fourth Republic," Dr Latimore Oghenesivbe, disclosed that Dr Doyin Okukpe, UBA Sanni, Late Oluremi Oyo, Segun Adeniyi, Ima Niboro, Dr Rueben Abati, Femi Adesina and Ajuri Ngilale were captured extensively in the study.

He posited that the study assessed the public relations credentials of these presidential Spokespersons, examined previous roles held before their appointments, academic qualifications and professional certification, investigated how they utilized various communication channels to discharge their duties, assessed the public relations models employed to communicate federal government activities to the public, and also examined how public relations practitioners perceived the performance of Presidential Spokespersons in Nigeria's Fourth Republic.

According to Dr Oghenesivbe, the dissertation supervised by renowned communication Scholar, Dr Unwana Samuel Akpan, of the Department of Mass Communication, University of Lagos, found out that Fourth Republic presidential spokespersons lack formal public relations qualifications and NIPR certification, with only late Oluremi Oyo, having a relevant background in Mass Communication.

The study revealed that Dr Rueben Abati and Femi Adesina employed media focus strategy aligning with the Press Agentry/Publicity model, while Late Oluremi Oyo, Ima Niboro and Segun Adeniyi followed the Public Information model to discharge their duties. Dr Okukpe relied heavily on traditional media, emphasizing controlled and less interactive communication forms. Ajuri Ngilale and Uba Sanni performed abysmally in the rating.

The study rated as "Fair" the performance of Presidential Spokespersons from 1999 to 2024, with no spokesperson receiving "Good" or "Excellent" rating. While they have successfully managed communication strategies and maintained the government's public image, shortcomings in professional training, particularly in public relations, have limited their effectiveness in fostering meaningful public engagement and transparency.

"This indicates that while basic demands are met, there is room for improvement in strategic communication, public engagement and media relations to maintain and sustain government public image, effectively deploy the four public relations models.

"The study also recommended Press Agentry/Publicity, Public Information, Two-Way Asymmetrical and Two-Way Symmetrical models, and Mediatization in Politics Theory, while leveraging multifaceted advantages of social media to firm up performance.

"The study emphasized the need for Presidential Spokespersons to obtain formal public relations training and certification from the Nigerian Institute of Public Relations, NIPR, so as to enhance their expertise and meet professional standards.

"Future presidential Spokespersons should balance traditional and digital media strategies by incorporating real-time social media engagement with controlled messaging through television, radio and newspapers for broader audience reach.

"Spokespersons should prioritize transparent communication models, such as the public information model, which was extensively used by late Oluremi Oyo, Ima Niboro and Segun Adeniyi, to provide factual and open communication with the public rather than focusing solely on managing government image

"The study also recommended that government communication teams should engage in more interactive public dialogue, through the use of two-way Assymetrical model, rather than relying exclusively on controlled media interactions to foster greater public trust and responsiveness.

"Spokespersons should adopt a strategic communication approach that integrates proactive public engagement, addressing both public concerns and government messaging in a more conversational and transparent manner.

"The study contributes to academic research by providing empirical evidence of the evolving media strategies employed by government Spokespersons in Nigeria. It offers fresh insights into how government communication adapts to changing media landscape.

"This shift, documented through the strategies of spokespersons like Dr Rueben Abati and Femi Adesina, enriches the body of knowledge on effective political communication and media evolution in governance.

"The study supports the NIPR's mission to elevate professional standards in public relations practice by promoting the importance of ethical practices and formal training.

"By aligning it's recommendations with NIPR's objectives, the study reinforced the need for professional certification in public relations, and contributes to strengthening the credibility of Public Relations practices within Nigerian democratic governance." Oghenesivbe said
