Okpai Power Plant: Senator Nwoko Should Partner with Federal Government and Other Stakeholders

By Fred Latimore Oghenesivbe Esq

The Okpai Power Plant, located in Delta State, Nigeria, has been a subject of discussion in recent times, particularly with Senator Ned Nwoko's calls for its completion.

While the senator's enthusiasm for the project is commendable, it is essential to clarify the ownership structure and the role of stakeholders involved.

The Okpai Power Plant is a joint venture between the Nigerian National Petroleum Corporation (NNPC), Nigerian Agip Oil Company (NAOC), and other multinational companies. The federal government has a significant stake in the project, making it a national asset rather than a state-owned initiative.

Recently, Senator Nwoko was reported to have berated Delta State Governor, Rt Hon Sheriff Oborevwori, over the completion of the power plant. However, this approach is misguided, as the Delta State Government does not have direct control over the project.

Governor Oborevwori is a Justice of the Peace, and his visionary leadership is never in doubt. He owes no one apology over his prudent management of Delta State resources, and can neither be intimidated nor coerced by Senator Nwoko and his associates.

Since assuming office as Governor of Delta State, Rt Hon Oborevwori has shown capacity, wisdom and equity in the award of contracts, spread of development and political appointments spread across the three senatorial districts; Delta Central, Delta North and Delta South, respectively.

The Warri stadium project is a task that must be done, because of its economic benefits for Deltans. It will be upgraded to a world class sports facility to provide job and create wealth for our teeming youths, sports men and women.

Senator Nwoko does not have the inherent or constitutional powers to dictate how governor Oborevwori should govern the state. The governor welcomes constructive criticism, but with a caveat. Such criticisms must be devoid of arrogance, disrespect and derogatory statements.

From all indications, the Senator Nwoko's derogatory statement against governor Oborevwori is not the position of the good people of Delta North. The immediate past governor of Delta State, Senator Dr Ifeanyi Arthur Okowa, CON, is the authentic leader of Delta North Senatorial District, and he's obviously on the same page with governor Oborevwori.

The Senaror cannot and should never suggest to the Governor how the state's federal allocation should be applied to projects.  At best, Nwoko should wait until he becomes the first governor of Anioma State, his pet project.

Governor Oborevwori has demonstrated positive willpower to do the needful for the development of the three senatorial districts,  and for the socioeconomic wellbeing of the people. Senator Nwoko lack the moral and legal justification to dictate to Oborevwori how the state should be governed. Where was he during the immediate past administration? Why was he muted, only to spread out in this dispensation?

Throughout the 8 years Delta North took her turn on power rotation to governor the state through Senator Dr Ifeanyi Arthur Okowa, CON, Delta Central political gladiators and stakeholders watched how development played out for Delta Central Senatorial District. The result is there for all Deltans to see. Nwoko was completely muted.

Senator Nwoko must be told that Delta North is not the only relevant Senatorial District in Delta State, and therefore, development must of a necessity be experienced and/or noticed in Delta Central and Delta South, while also focusing on upscaling development in Delta North. That's the very essence of power rotation, to spread development.

What Deltans deduced from Senator Nwoko's outburst is that governor Oborevwori ought to concentrate on Delta North alone, with little or no  development in Delta South and Delta Central. This is unfair reasoning coming from a distinguished Senator of the Federal Republic of Nigeria. Delta Central people are not cowards, they are simply peaceful and coolheaded.

The Okpai Power Plant's completion is a federal government responsibility, in collaboration with its partners. Dragging the Delta State Government into the completion phase would be unnecessary and potentially counterproductive. The owners of the project are financially stable and capable. They swim in billions of dollars. They are neither broke nor bankrupt.

Senator Nwoko should partner with the federal government and other stakeholders to ensure the project's timely completion. His influence as a senator can be leveraged to facilitate dialogue between the federal government, NNPC, NAOC, and other partners to resolve any challenges hindering the project's completion.

Moreover, the House of Representatives has already mandated its Committee on Power to investigate the abandonment of the $38.7 million NNPC-NAOC Joint Venture Okpai Independence Power Plant project Phase II. This development underscores the need for Senator Nwoko to work with federal authorities and other stakeholders to find a resolution.

Involving the Delta State Government in the completion phase could lead to unnecessary conflicts and duplication of efforts. It is crucial to respect the established ownership structure and decision-making processes.

Senator Nwoko's advocacy for the Okpai Power Plant's completion is laudable, but it must be directed towards the appropriate channels. By partnering with the federal government and other stakeholders, he can contribute meaningfully to the project's completion and ultimately benefit the people of Delta State and Nigeria.

It is strongly recommended that Senator Nwoko should focus on the assignment given to him by the good people of Delta North at the National Assembly; that is, to make laws for Nigeria and attract dividends of democracy to his district, and by extension Delta State. In doing this, Nwoko should abstain from divisive politics and instead, promote robust conversation that would deepen constitutional democracy, foster unity and peaceful coexistence.

Again, it is important to stress the fact that governor Oborevwori cannot be intimidated by conspiracy theory, social or economic status of an individual or group of individuals in the discharge of his constitutionally assigned responsibility as governor of Delta State.

Deltans gave the governor their mandate and he's doing exactly what he promised in his MORE agenda. Senator Nwoko, in his bid to pursue the creation of Anioma State, should not be carried away by sentiments. He should focus on his legislative functions and allow governor Oborevwori to peacefully and progressively govern the state and people.

In conclusion, the completion of the Okpai Power Plant requires a collaborative effort between the federal government, NNPC, NAOC, and other partners. Senator Nwoko should focus on facilitating dialogue and cooperation among these stakeholders, rather than involving the Delta State Government and the governor unnecessarily.

Senator Nwoko's Anioma State Agenda and Sustainable Peace in Delta State

By Jim Derek Onokuta

The quest for the creation of Anioma State by Senator Ned Nwoko has raised concerns about his approach and potential consequences for Delta State.

A trending video showed Senator Nwoko issuing instructions to State Governor, Rt Hon Sheriff Oborevwori, in a manner suggesting he wielded significant power and influence. This posture is crude, disrespectful, insensitive, and unacceptable.

The Okpai Power Plant, which Senator Nwoko referred to, is neither a Delta State Government project nor under the control of Governor Oborevwori. The power plant is owned by a conglomerate of multinational companies and the federal government. Media reports indicate that the House of Representatives has resolved to investigate the abandonment of the $38.7 million NNPC-NAOC Joint Venture Okpai Independence Power Plant project Phase II.

Deltans are perplexed by Senator Nwoko's outburst, berating Governor Oborevwori over the completion of a power plant outside the state government's control. He should direct his frustrations to the joint owners and partners of the Okpai Power Plant project.

Senator Nwoko's actions tend to create division between immediate past governor, Senator Dr. Ifeanyi Arthur Okowa, CON, and incumbent Governor Oborevwori, by comparing infrastructure development between Delta Central and Delta North. His actions have been described as inappropriate, divisive, and capable of creating unnecessary political tension.

Senator Nwoko should refrain from pitting Delta North against other senatorial districts and focus on his National Assembly assignment. Comparing Delta Central to Delta North in terms of infrastructure development is misleading, given Delta North's significant development during the previous administration and ongoing projects.

Governor Oborevwori's administration is barely 15 months old, and comparing his performance to the 8-year tenure of the previous administration is unfair. Deltans cherish the cordial relationship between Senator Okowa and Governor Oborevwori.

Disputes between past and present governors have far-reaching consequences, hindering progress and development. Delta State has been peaceful and will continue to be.

Senator Nwoko should prioritize peace and unity, focusing on legislative duties and allowing Governor Oborevwori to govern. The governor's vision to Advance Delta beyond 2027 should be supported, with projects implemented across senatorial districts.

The people of Delta Central supported Delta North during the previous administration; now it is their turn to benefit from power rotation, extending socioeconomic and infrastructural development to the other senatorial districts. Senator Nwoko and supporters should support Delta Central and the governor in the spirit of equity, good conscience, and brotherhood.

If Anioma State becomes a reality, what will be the fate of Delta Central and Delta South in terms of infrastructure development? Do Senator Nwoko and associates care about other senatorial districts' development?

Deltans advocate for equal development across senatorial districts on a power rotation basis. Senator Nwoko's actions are divisive and distasteful. He should pursue the Anioma State agenda without crossing the red line.

Delta will remain united despite Nwoko's strategies. Peace building should prioritize progress and development for all.

EWHERE SUE FOR PEACE IN OGHAREKI COMMUNITY.

The EA to Governor of Delta State on Peace Building and Conflict Resolution Chief Duncan Ewhere has called on Oghareki Youth in Oghara, Ethiope West Local Government Area of Delta State to shield the sword and thread the path of peace to live together as members of one family.

Chief Ewhere made this passionate appeal to the Youth yesterday over the renewed youth crisis over who to dominate the leadership of the youth body in that community. He called the Oghareki Chiefs and the Palace of the Ovie of Oghara Kingdom to ensure that truth be used as guiding principles in the affairs of the next generation for the community to be peaceful.

According to the EA., the ban on youth activities which was placed after the killing of two youths a few months ago is still in force, and that the youth should not put up actions for the government to permanently cancel youth activities in the entire kingdom.

He called on the leadership of the Oguedion in Oghareki to work on synergy with the new Council Boss to endure that casualty is not recorded again, as according to him, "this won't be too good for the image of youth leadership in Oghara Kingdom.

They should all calm down since all the families of the two youth that were killed in the last crisis are still grieving over their losses."

God inspired Oborevwori to break stagnancy yoke in my career ~ Dr Latimore

Director General of Delta State Orientation and Communications Bureau, Dr Latimore Oghenesivbe Esq, has described governor Sheriff Oborevwori as a good leader with a heart of gold.

He made the assertion on Sunday in Asaba, during the Thanksgiving Service at the Regional Headquarters of Mountain of Fire and Miracles Ministries, to celebrate his elevation to the position of Director General of Delta State Orientation and Communications Bureau, at the instance of governor Oborevwori.

Oghenesivbe said that God used the governor to break the persistent yoke of stagnancy in his political career in Delta state government, spanning nearly one decade, noting that what God cannot do does not exist.

He further disclosed that it got to a point he became frustrated, and had to consult his spiritual father at MFM who recommended deliverance service and intense prayers, adding that finally God showed up by using Oborevwori to put a smile on his face, signaling a new dawn in his political career.

The Orientation and Communications Bureau DG, said for nearly eight years he served as Executive Assistant to the State governor; 7 years in the previous administration and less than a year in Oborevwori administration, some persons got promoted twice and others thrice, until 19th August, 2024, when Governor Oborevwori struck the right cord, and removed the EA tag, and replaced it with DG status.

He expressed gratitude to God, gave Him all the glory for his elevation, and in the same token thanked governor Oborevwori again and again for the great honour, while assuring his Boss of absolute loyalty, dedication to duty and service above self.

"God used Governor Oborevwori to sagaciously break the yoke of career stagnancy in my life. It brought inestimable joy.

"God has prepared a table before me in the presence of my detractors who rejoiced over career stagnancy crafted from the pit of hell. Governor Oborevwori got it right, and the media community went Agog. Thank you, Your Excellency.

*At a point, I had to consult my spiritual father at MFM, and he said God will do it.

"We commenced intense prayers, and the yoke bursted into flames to the Glory of God. Governor Oborevwori is a good man. I have known him for over 48 years and counting.

"He encouraged me in 2016 to join politics in Delta State. And am very honoured and privileged to serve in his administration," Oghenesivbe said.

Dr Latimore Oghenesivbe at the reception held after the Church Service, appealed to Journalists in the state, more particularly editors and publishers to always cross check facts and figures before going to press.

He noted that there had been spurious allegations in recent times which ought not to have been published. The publications turned out to be fake news and total misinformation. To balance a story, you need to hear from both sides, the accused and the accuser.

"As gatekeepers, editors and sub-editors must verify stories. Let's get things done professionally without any trace of bias. Constructive criticism is good. It enables the government and the governor to deliver more dividends of democracy to the people.

'Again, am appealing to my friends, media partners and colleagues to support governor Oborevwori's administration. He's executing so many solid infrastructure projects in the state, and Deltans have good stories to tell in this administration.

"Again, I say, governor Oborevwori is a good man with a good heart. Let's continue to pray for him and support him to do more," Oghenesivbe added.

Collection of Development Fee unlawful in Delta State ~ Bureau Chief

.....Law breakers risks 2 years jail term, advises community leaders to ensure compliance

The Delta State Law which criminalized the collection of any form of development levies or fees at construction sites, either by members of community development committee, association or community leaders is still in force.

Director General of Delta State Orientation and Communications Bureau, Dr (Barr) Fred Latimore Oghenesivbe, in a statement on Saturday, emphasized the need for community leaders and residents in the state to obey the subsisting law cited as the "Public and Private Properties Protection Law, 2018."

He disclosed that series of complaints lodged with the Bureau, coupled with allegations of acute exploitations trending on social media platforms, revealed that some members of Community Development Association or local Committees constituted by either community leaders or traditional institutions are going about terrorizing private property developers.

Some of the complaints, according to the Bureau's Director General, include; the use of brute force and coercive strategies to collect all kinds of levies and fees ranging from N200,000 to over N1,000,000 depending on the location and size of building structure indicated in the building plan or project design.

Oghenesivbe further stated that the State Governor, Rt Hon Sheriff Oborevwori, presided over the passage of the Bill as Speaker of the Delta State House of Assembly, as he then was, and subsequently signed into Law in 2018 by the immediate past governor, Senator Dr Ifeanyi Arthur Okowa, CON., adding that those who willfully, deliberately and unknowingly violates the law shall be prosecuted, and such individual or group of persons risks two years or five years jail term upon conviction.

He further stated that governor Oborevwori in an earlier interview with BBC correspondent in 2023, clearly stated that collection of any form of "Deve" in Delta State had been outlawed, and that no individual, community leader or traditional institution is permitted to collect development levies or fees from land developers, either public or private sector.

Oghenesivbe assured that governor Oborevwori will continue to work round the clock to provide mega infrastructure across the three senatorial districts, attract local and foreign investors, while appealing to community leaders and stakeholders not to discourage them from bringing development to their communities, towns and villages through illegal and unscrupulous transactions, collection of levies and fees already prohibited by Law.

"The Public and Private property Protection Law 2018, and more particularly at Section 13(1) and (2) which unequivocally protected property developers from being exploited, and went on to prescribe 2 years imprisonment or N1million fine or both for violators and law breakers.

"Similarly, section 11(1)(a-c) and 2(a)&(b) equally prohibits anybody from selling landed property to more than one person, with or without legitimate title, and violators risks 5 years imprisonment upon conviction.

"Collection of all forms of levies, and fees at all construction sites in all 25 local government areas which includes; communities, towns and villages, is prohibited by law, be it 10% from sale of land in form of development (Deve) fee or levy.

"Forceful entry, assault on construction workers/land owner, or trespassing construction sites without lawful authorization by the site or building owner is illegal, against laws in force, and must be avoided.

"Unlawful collection of foundation digging fee, building materials and other unscrupulous act or conduct by members of community development committee or association should be stopped forthwith to avoid running against subsisting state laws in force, the statement added.

Projects inspection: Oborevwori's oversight functions to deliver quality infrastructure ~ Oghenesivbe

Director General of Delta State Orientation and Communications Bureau, Dr Fred Latimore Oghenesivbe has said that the state governor, Rt Hon Sheriff Oborevwori  is determined to deliver quality infrastructure.

He gave the assurance on Thursday in Asaba, while speaking at a public affairs radio program, pointing out that regular inspection of ongoing road infrastructure projects is an integral part of the governor's core oversight functions, to ensure that contractors and engineers are on the same page with the state government.

Oghenesivbe assured that site engineers who dare to compromise with contractors to deliver substandard jobs will have issues to grind with governor Oborevwori, while advising contractors to ensure they do the right thing to avoid repudiation of contracts, refund of tax payers money, and/or litigations.

The Bureau Director General further stated that substandard jobs are not only a waste of public money, but also an indictment on both the contractor and the government, which is why governor Oborevwori, will never commission any project that is substandard, as can be seen from the Isheagu-Ewulu 9.1 Kilometer road project wherein he ordered the contractor to return to site.

He disclosed that the road was awarded to the contractor by the previous administration, and that it's very unfortunate that the contractor faulted in some ways, while commending the Okowa administration for awarding the contract because of the economic value and importance for the communities, and the state government.

Oghenesivbe assured that governor Oborevwori is determined to complete the Isheagu-Ewulu road project in good time. He commended the Commissioners for Works, Urban and Rural, Comrade Reuben Izeze, and Charles Aniagwu, for their valuable efforts and positive steps taken to  ensure that ongoing projects are delivered without any form of compromise.

"Governor Oborevwori has demonstrated capacity and willingness to deliver quality projects across the state.

"The recent Isheagu-Ewulu road, wherein he ordered the contractor to return to site to do the right thing, is commendable. It speaks of a patriotic and well focused technocrat and leader who is always ready to ensure that every infrastructure project is worth the tax payers money.

"The body language of the governor speaks volume. Contractors and site engineers must of a necessity brace up, because our governor is not ready to settle for less. He respects contractual obligations devoid of compromise and substandard jobs.

"Regular inspection of projects will continue, it's part of the oversight functions of governor Oborevwori, to ensure that both the contractors and engineers are on the same page with the state government, as far as standard job  delivery is concerned, under meaningful development mantra encapsulated in the MORE agenda.

"The governor has substantial wealth of experience in construction matters, he played inestimable roles during the construction of Osubi Airport and others, and can neither be brainwashed nor manipulated by any contractor or site engineer.

"My sincere and humble advise to contractors and engineers is for them to do the right thing, not to cut corners, never compromise to deliver substandard jobs to avoid public embarrassment and sanctions," Oghenesivbe said.

Delta Govt-Media Partnership: Dr Latimore seeks Journalists’ closer collaboration with Oborevwori's administration

.....Says undermining professional ethics promotes misinformation, fake news

Journalists in Delta State have been commended for applying professionalism to their reportage, and information dissemination.

The Director General, Delta State Bureau of Orientation and Communications, Dr. Fred Latimore Oghenesivbe, gave the commendation when he hanged out with members of the State Council of the Nigeria Union of Journalists (NUJ) on Sunday in Asaba.

Dr. Latimore noted that the Delta NUJ ranked among the best in the country in terms of unity, organisation and moral integrity, adding that some members of the union had proven to be masters of their profession by pushing out credible information to the public.

He explained that the State Governor, Rt. Hon Sheriff Oborevwori, was happy with the performance of Journalists in the state, and the cordial relationship existing between them and the State Government, which he said should be sustained.

The DG pointed out that government was not against criticisms, especially from the media, but insisted that such criticisms must be constructive and based on verifiable facts.

Dr. Latimore, a full member of the Association of Communication Scholars and Professionals of Nigeria, ACSPN, cautioned  some online media platforms in the state, which had tended to undermine ethics in their contents, saying that identifying a medium with fake news or misinformation was not only injurious to the source wrongly reported or misquoted, but also to the credibility of the medium.

He urged Journalists to seek clarifications on any issue concerning the State Government primarily from the Commissioner for Information or the Chief Press Secretary to the Governor, adding, however, that other Information Managers, including himself and the Manager Communications could also be reached when necessary.

Dr. Latimore pledged to continually collaborate with media practitioners in the state in sharing ideas, concerns and pains in the line of duty, which the hang out was also designed to achieve, adding that the State Orientation and Communications Bureau is willing and ready to partner with the State Council of NUJ, whenever the need arises.

"Some of these stories ought to have been verified. We have different people handling information in the State and the head, is the Honourable Commissioner for Information, Dr. Ifeanyi Osuoza. He's also the Chairman of the State Information Management Council.

"Our colleagues in the media (Journalists) can always call to find out about certain issues, and we are always willing to explain and  throw more light on the issues.

"Professionals like you are gatekeepers, whether you are a news editor, publisher, sub editor as the case maybe. The responsibility is such that when the story or press statement comes, your duty is to lok at it. Then, you find out from the government to know whether it is the truth. This is very important, going forward.

"And by the time you now marry the two sides of the story together, you ready to give Deltans the correct information. Misinformation, is not good for the person you are talking about, it is not also good for the image of the medium.

"So, I want to appeal to us, before we put anything out concerning the government of this state, particularly this administration, crosscheck those facts with some of us.

"We won't hide anything. You are the watchdog of the society. It is your duty to put out the correct information".

He charged the media to have a more cordial relationship with the state government as the media remains partners in progress.

Earlier while welcoming Dr. Latimore, the Chairman, NUJ, Delta State Council, Comrade Churchill Oyowe, noted that he had been a good Information Manager, having served as Executive Assistant on Communications in the immediate past administration of Senator Dr Ifeanyi Arthur Okowa, and as Executive Assistant on Orientation and Communications to Governor Sheriff Oborevwori, before his elevation to the  position of Director General, Delta State Orientation and Communications.l Bureau, DSOCB.

Comrade Oyowe pledged the readiness of Journalists in the state to partner with the Bureau in driving its programmes and urged the DG to carry members of the union along in the scheme of things.

The celebrant while giving her testimony said everyday is a gift from God, urging Christians and non-christians alike to live as if each day was the last, while recounting her deal in the hands of her captors, especially the emotional and psychological trauma she had to endure for 10 days.

Hon Onyemaechi paid glowing tribute to the two police officers who were killed by her captors on the day she was kidnapped. Tears flowed freely. She had to take a short break to dry up her tears. It was really emotional, the congregation and invited guests danced to the altar to celebrate her victory and God's special grace upon her life.

"Hon Onyemaechi is a caring individual, full of life and ever ready and willing to give a helping hand whenever the need arises. She practically and consistently raised funds and still doing so today for the completion of the Children Church building project right here at MFM regional headquarters in Asaba.
